EAEU welcomes 50-th Technical Regulation

October, 8, 2021 – The Eurasian economic commission adopted a Technical Regulation “Safety of products for civil defense from natural and man-made disasters”. The document goes under the number 50 in line of Technical Regulations that deal with a vast variety of products and devices. 

The Technical Regulation (hereinafter referred to as “TR”) will cover technical protective means of civil defense, communication and warning devices, rescue instruments and systems of monitoring emergencies. 

The 50-th TR takes into account the following risks:

  • wounding people or their death in protective facilities 
  • wounding people or their death while using products of civil defense
  • failure of rescue equipment and data transmission devices in emergency situations 
  • errors and inconsistencies in operation of emergency monitoring devices
  • possibility of a delay or disruption of emergency notification and reporting to authorities and population 

A set of standards ensuring conformity with the new TR is already compiled and amounts to 150 standards. In 2020 the Russian Ministry for Emergencies and Rosstandart (national standardization body) approved a prospective programme for standartization in the sphere of civil defense from natural and man-made disasters for 5 years to come. Both organizations entered into a cooperation agreement later on in 2021.

The 50-th Technical Regulation will come into force in June 2023 and set out single rules for products to enter the EAEU markets. It will ensure safety of the products for end users and free market circulation. For a smooth transition to the new  the EAEU commission will introduce some transition provisions for easier TR application.
