Not long ago hand sanitizers, along with other products assumed cosmetics, was subject to mandatory certification according to the Customs Union Technical Regulation 009/2011 “Cosmetics and parfumes products” in the form of a Certificate of Conformity.

Declaration VS Certificate: what is the difference?

Both documents have equal legal force, the difference lies in testing methods and forms of the documents. A Declaration is usually printed on a white A4-size form, while a Certificate requires a yellow form of strict accounting.
