Expert opinion: what is this document about?

It’s a Rospotrebnadzor document that confirms products’ safety and their compliance with sanitary and hygienic standards. Until June, 2010 another document was issued, known as Sanitary and Epidemiological Opinion, which became irrelevant with Customs Union agreement.

Expert Opinion is issued for such products as:

some food products;

products for children;

tobacco products;

individual protection means;

chemicals;

personal care products;

perfumes;

cosmetics.

How to obtain Expert Opinion?

The process of issuing Expert Opinion involves several stages. First and foremost, you need to prepare and send to an accredited certification body the following documents:

Manufacturer’s registration certificate
Product passport
Technical specifications
Manual
Analysis of sanitary conditions at the production facility
Hygienic reports on production materials
Application to Rospotrebnadzor for an Expert Opinion
Test reports (if there are any)

On the second stage experts analyze the documents and if the application form is correct, products comply with sanitary standards, they issue an Expert Opinion. It’s crucial to take into account that any inconsistency or irregularity in the application form or lack of some documents lead to the negative result of the procedure.
