Purpose of Safety justification:
To pass certification an applicant company is supposed to provide a number of documents on the equipment, which would be used to confirm compliance to the Technical regulations in the aspect of safety. Safety justification is the document you can’t do without if you want to issue a Certificate of Conformity.
Safety justification can come in instrumental to solve disputes between engineers, manufacturers and equipment users.
Declaration of Conformity is assumed invalid without safety justification and in such situations a watchdog agency can impose fines.
In case of a production accident the investigative committee checks whether the manufacturer has taken measures to ensure equipment safety. A lack of a safety justification might entail criminal liability.
